Event Security Services: NSW Organisers’ Provider Comparison

Compare Blackwater Security and Southern Cross Group Services on credentials, deployment and incident handover, then require event-specific commitments before accepting a quote. Both advertise crowd control and emergency response, but those capabilities do not define your event’s responsibilities. [7][9]

Compare Blackwater and Southern Cross

Blackwater Security

  • Credentials: Blackwater describes role-dependent staff-selection requirements which may include a NSW security licence, RSA, first aid and CPR—not a claim every assigned worker holds every credential. [9]
  • Deployment: It advertises crowd control, access-point management and emergency response; ask for a roster allocating those duties to your event. [9]
  • Incident handover: Ask Blackwater for an event-specific written handover commitment. [9]

Southern Cross Group Services

  • Credentials: Southern Cross offers licensed crowd controllers; request credentials for the personnel assigned to your event. [7]
  • Deployment: It describes crowd control, emergency response and operational oversight; ask for a roster allocating those duties to your event. [7]
  • Incident handover: Ask Southern Cross for an event-specific written handover commitment. [7]

Treat unknowns as clarification requests, not evidence of poor service. Compare the commitments suppliers make for the same brief rather than ranking their capability descriptions.

Check whether City of Sydney conditions apply

These conditions concern events in parks, open spaces or streets owned or controlled by City of Sydney Council—not every NSW event. [5]

For these events, organisers must use the Secure NSW Crowded Places Security Audit and Crowded Places Self-Assessment Tool; the self-assessment result determines whether NSW Police consultation is needed. Security services must follow the Security Management Plan supplied to Council, and all security personnel must be appropriately licensed under current NSW legislation. [5]

The guidelines list planning templates covering communications, emergency management, pedestrian management, first aid, alcohol and risk. This is not a universal requirement for every template to become a standalone document. [5]

Attach the event’s approval conditions and relevant plans to the supplier brief. Ask each supplier to identify which responsibilities its quote covers.

Turn entry and crowd duties into a written scope

Request a duty-by-duty scope, not simply a headcount. Use this procurement checklist—not mandatory NSW contract wording:

  • Assignment: identify each duty, location, operating period, responsible lead and interface with venue or organiser staff.
  • Entry: specify who checks access permissions, makes admission decisions and handles disputed entry.
  • Crowds and protection: allocate queues, crowd behaviour, asset protection and response support, including who authorises escalation.
  • Coverage: request separate load-in, public operating hours and load-out deployments, with breaks and relief accounted for. Phase-based staffing and relief are ABCO recommendations, not statewide requirements. [6]

ABCO distinguishes asset protection and access-control work from crowd controllers’ patron-behaviour and removal duties. This is vendor guidance, not an official licence-class determination. [6]

Ask suppliers to justify staffing against event type, hours, alcohol, VIPs, layout and approval conditions. Southern Cross recommends these risk factors and describes its staffing benchmark as non-legislated—not a legal minimum. [7]

Verify the provider and assigned personnel

Request the contracting entity’s licence details, relevant licence evidence for assigned personnel and a written explanation of their suitability for allocated duties. This is a procurement request, not an official verification procedure.

NSW Police regulates the industry; NSW Government advises pre-event police liaison, including agreement on how concerns will be raised on event day. [1]

Direct unresolved questions about which licence class covers each duty to the Security Licensing & Enforcement Directorate (SLED) on 1300 362 001. [4]

If sourcing interstate personnel, check whether the visitor-permit pathway applies: it concerns declared NSW Special Events, permits last only for the event, and applications must be lodged one month before its first day. [2][4]

Agree command, communications and escalation

Ask for a command-and-contact sheet naming the security supervisor, organiser decision-maker, venue and medical contacts, and who calls emergency services. Use these prompts to turn ABCO’s coordination recommendations into agreed responsibilities: [6]

  • Who briefs personnel, controls radio communications, keeps the site map current and provides relief leadership?
  • What are the primary and backup communications channels, and what happens in a radio blackspot?
  • Who confirms emergency gates, stretcher access and ambulance routes before opening?

These are planning prompts based on vendor guidance, not NSW legal requirements. [6] Agree event-specific escalation arrangements rather than assuming a universal threshold.

If paid police attendance is proposed, ABCO recommends written confirmation rather than assuming general patrol coverage means police are rostered to the event. [6]

Contract for incident records and shift handover

ABCO recommends a maintained incident register, coordinated medical/police arrangements, briefings and shift handovers which transfer current risk information. [6] Make these named deliverables using proposed contract specifications:

  • Ownership and access: name who records incidents, receives notifications, holds the records, can access them and delivers the final report.
  • Record fields: agree time, location, actions taken, escalation, outstanding issues and the follow-up owner.
  • Shift transfer: require a handover covering open incidents, current risks and staffing changes, acknowledged by the incoming supervisor.
  • Reporting: agree final-report content, delivery deadline and debrief attendance.

ABCO recommends a hot debrief within hours, followed by a wider review days later; these are vendor recommendations, not verified NSW obligations. [6]

What to confirm with each provider

Blackwater lists NSW Master Licence ML 000110292 on its homepage and states a Central Coast-to-Singleton service corridor and quotes according to scope, hours, risk, urgency and staffing. [9] Southern Cross describes nationwide coverage, including NSW, and support for complex deployments. [7]

Ask both to price the same deployment, itemising supervision, relief, reporting and debrief attendance. Ask Blackwater and Southern Cross to confirm minimum-shift, overtime, travel, public-holiday, deposit, cancellation and refund terms in writing. [7][9]

  • Confirm service availability, assigned personnel and their credentials.
  • Obtain the full price, inclusions, exclusions and commercial terms listed above.
  • Agree substitution and subcontracting arrangements.
  • Confirm incident-report ownership, access, retention and delivery deadlines, plus shift-handover and debrief commitments.

Send both suppliers an identical brief. Choose the provider whose written commitments meet the event’s applicable conditions and operating needs, after resolving credential questions and agreeing deployment, command, communications, handover and commercial terms.
